The Contractor shall provide technical and analytical expertise to support data quality, analysis and remediation. The Contractor shall implement and document the proactive data quality activities, procedures and tools to identify, analyze and resolve patient identity, multiple and or duplicate patient records, unmerges and other data quality issues for each Medical Treatment Facilities (MTF) patient population. It is critical that this is accomplished in advance of the MHS Genesis deployment schedule. This shall include a process to analyze and remediate issues on MHS Genesis pre-registration lists prior to deployment.
CREATE DATA REMEDIATION SCHEDULE
The Contractor shall prioritize and develop a schedule for the resolution of identified issues in the same order as that of the MHS Genesis deployment schedule.
MHS GENESIS PRE-REGISTRATION ENTERPRISE SYSTEM REMEDIATION
The Contractor shall, in coordination with the MHS GENESIS PMO and DMDC identify and remediate data quality issues in DEERS, CHCS & AHLTA prior the MHS GENESIS PMO registering patients in MHS GENESIS at deployment sites.
IMPLEMENT OPERATIONAL MONITORING
The Contractor shall implement operational monitoring to identify, analyze, track and resolve multiple patient identity, multiple patient record, unmerges and other data quality issues as they are created. These activities shall be reported on the CarePoint dashboard. The Government has tools in place for monitoring and these will be provided during the transition-in period.
DHA TIER 2.5 Monitoring History
Historically, DHA has experienced a monthly average of 3,000 potential merges that require remediation. This information is provided for historical purposes only. Quoter(s) are required to quote their own solution in support of this requirement.
ANALYZE CHCS HOSTS AND AHLTA CENTRAL DATA REPOSITORY (CDR)
The Contractor shall analyze the AHLTA CDR and the CHCS hosts to baseline the breadth and scope of multiple identity, multiple patient records, unmerges and other data quality issues. DoDID issues are to be tracked and coordinated to resolution with DMDC. Baseline analysis and data quality resolution activities will focus on the initial DHMS MHS Genesis EHR deployment location after which the Contractor shall address the remaining locations in advance of and in the order of scheduled deployment.
a. MAINTAIN PATIENT IDENTITY
The Contractor shall obtain a weekly DEERS merge notification list, analyze all CHCS hosts and the AHLTA CDR for patient records containing the deprecated DODID(s) and remediate all affected patient records accordingly. Additionally, the Contractor shall coordinate with DMDC to obtain a list of patients with potential merge or unmerge issues, analyze, report to DMDC the findings and coordinate remediation efforts. These activities shall be reported on the CarePoint dashboard.
b. SYNC CHCS PATIENT IDENTICAL ENTRY NUMBER (IEN) MERGES WITH PATIENT AHLTA CDR RECORD
The Contractor shall obtain a weekly list of CHCS IEN merge pairs, analyze the AHLTA CDR for any patient records for any data quality issues and perform remediation to ensure the AHLTA and CHCS records are in sync.
